Applications are requested from suitably qualified Sierra Leoneans to fill the under mentioned position at the Sierra Leone Extractive Industries Transparency Initiative (SLEITI).

 

Position:                                       Finance Officer

Organization:                            Sierra Leone Extractive Industries

                                                          Transparency Initiative (SLEITI)

 Reports to:                                 SLEITI National Coordinator

 

Responsibilities:

Monitor the implementation of the budget;

Review all monthly disbursement requests submitted by the various implementing agencies and ensure propriety and ensure propriety and eligibility;

Ensure that all payment documentation is in order and in accordance with any special requirements of the GoSL, World Bank, AfDB and other multi lateral funding agencies;

Effect payments to contractors and suppliers of the Secretariat or the other implementation units if necessary or as specified upon authorization by the National Coordinator;

Maintain up-to-date accounting records and ledgers and record all financial transactions for all activities relating to the SLEITI;

Maintain the Special Account as authorized by the Ministry of Finance and complete monthly reconciliation;

Prepare appropriate statements of expenditure, direct payments and special payment requests and applications for replenishment of account per World Bank/AfDB guidelines for review, approval and submission to the Ministry of Finance;

Prepare the quarterly FMR (Financial  Management  Reports) including financial and procurement reports;

Prepare annual financial statements in a satisfactory and timely manner;

Facilitate any and all financial reviews of the funds and accounts under the authority of the Ministry of Finance;

Ensure that a proper internal control system is in place to achieve accountability at all levels;

Make travel arrangements for officers and maintain travel voucher;

Manage petty accounts.

 

Applicants must have the following key competencies & qualifications:

Five years successful experience in Finance and Accounting or related professional field;

A degree in Finance, Accounting or equivalent professional training or self-study/work experience or related field. A post graduate degree is an advantage;

Demonstrated knowledge of Auditing/Accounting;

Good knowledge of Accounting/Financial practices within mining companies will be an advantage;

Good knowledge of computer application (Word, Excel, etc)

Demonstrated knowledge of donor procedures;
